John Herschel discovered NGC 7299 = h3946, along with NGC 7297, on 1 Sep 1834 and recorded "eF; S; R. The following of 2 [with NGC 7297]." His position is fairly good.
400/500mm - 17.5" (7/20/96): threshold object only glimpsed with concentration for moments, ~30" diameter. No details seen. Located 1.9' E of a mag 13 star and 4.6' ENE of slightly brighter NGC 7297.
