Stephane Javelle discovered IC 583 = J. 2-658, along with IC 582, on 16 Dec 1893. His position is accurate.
600/800mm - 24" (4/13/18): at 375x; faint, fairly small, elongated 3:1 NW-SE, low even surface brightness, ~30"x10". Forms a close pair with brighter IC 582 just 1.2' WSW.
