Stephane Javelle discovered IC 1827 = J. 3-938 on 21 Dec 1903 with the 30-inch refractor at the Nice Observatory. He recorded "F, 15" to 20", fan-shaped, star 13-14 in contact."
400/500mm - 17.5" (11/26/94): faint, small, very elongated 3:1 NW-SE, 0.6'x0.2', bright core. A mag 13 star is very close to the SE end 28" from the center. Forms a pair with NGC 1038 5.6' SE.
