John Herschel discovered NGC 7191 = h3913, and NGC 7199, on 22 Jun 1835 and recorded "vF; S; lE; vgbM; 20"." His single position is just off the south side of the galaxy.
400/500mm - 18" (7/6/02 - Magellan Observatory, Australia): at 228x, fairly faint, moderately large, elongated nearly 3:1 NW-SE, 1.4'x0.5', weak concentration. Located 19' due south of NGC 7192 and second of 5 in a group. NGC 7199 is located 11' ESE.
