Édouard Stephan discovered NGC 149 = St XIII-5 on 4 Oct 1883 with the 31" reflector at the Marseille Observatory and recorded "vF, vS, R, gbM, mag 14 stellar nucl, *12 close sp". His position and description is accurate.
400/500mm - 17.5" (10/17/87): very faint, very small, round. Contains a faint stellar nucleus or a mag 15 star is involved. A mag 13 star is close SW just 0.6' from the center.
